Background
The Kingdom of Buganda has been in existence for over 700 years with the King (Kabaka) as the supreme leader. The King appoints from among his subjects an Executive Prime Minister (Katikkiro) who governs the Kingdom on his behalf. The King in a public ceremony, hands the Prime Minister a mace (Ddamula) which is the symbol of his authority.
Through centuries, the Kingdom of Buganda developed politically, economically, culturally and socially. It was a region with plenty of resources, rapid growth, blossoming prosperity and a culture of decency and dignity. The village unit was the developmental core with cultural and traditional norms. It comprised of self-sufficient homes served with well maintained social and economic infrastructure which provided the necessary socialisation process instilling the values of work ethics, morals, human values and patriotism.
It was not until the 1966 political crisis in Uganda, when the Kingdom was unconstitutionally disbanded by the then political regime which valued neither culture nor humanity that the Kingdom declined in almost all aspects. After the liberation war in 1986 led by National Resistance Army (NRA), which was fought largely within and supported by Buganda region, the Kingdom of Buganda was restored together with other kingdoms in Uganda in 1993 after the amendment of 1967 Constitution, leading to the coronation of Ssaabasajja Kabaka Ronald Muwenda Mutebi II on 31st July 1993 as the 37th King of Buganda. Subsequently the Institution of Traditional Rulers was entrenched under article 246 of the 1995 constitution of Uganda.
Following the above, Buganda Kingdom administration is tasked with a challenge to ensure the consolidation of unity amongst all the people of Buganda to rebuild and develop the Kingdom to a satisfactory level. With the above concern, The Kingdom administration has drawn up this policy working document as a basis for rebuilding and developing Buganda. The policy outlines the vision and mission of Buganda Kingdom and the goal of the Government of the Kingdom for the benefit of the people of Buganda.
Vision: To be a strong kingdom headed by the Kabaka with a united, cultured, creative, hardworking, vigilant, prosperous and peaceful people living and working in harmony with all Ugandans
Mission: To utilise culture to mobilize the people of Buganda to promote better standards of living.
Goal: To enable every person in Buganda to competently use their possessions to attain meaningful development.

The Kingdom's core value is centered on “cultural growth as a foundation for social, political and economic growth.”
