ABOUT THE MINISTRY Background In the execution of its roles and functions, the Buganda government established organs in the name of ministries to run and implement various activities at the national and local levels. It was envisaged that the same ministries will form a formal link between the line ministries of the Central Government and the Buganda Government. It is this line, that ministry of Education and Sports was established to forge a formal linkage with the Ministry of Education and Sports of the Central Government. The Ministry of Education and Sports is guided by the various statutory instruments of the Buganda Government, the ministry at micro level, is responsible for initiating its working policy in conformity with the macro working policies at the legislative and executive level of the Kingdom. THE MINISTRY SRTUCTURE
Mandate The Ministry of Education and Sports derives its mandate in the terminology which stands for its name. It is therefore mandated to deal with all aspects of education and sports. Education Due to the nature of the Kingdom in which this Ministry serves, the two areas of education are highlighted. These are, the Formal and informal education the Kingdom respect, relates and stands for its culture and customs. The informal education, which is enshrined in the Kiganda culture and customs, takes an upper position in education. The integration and blending of modernization and traditionalism is also given a slot in the informal education in the Ministry’s priority areas. The formal education is reflected in the training of individuals whereby a formal class, a trained instructor and pre-arranged materials in form of a syllabus are given/offered the learner. Therefore, all schools, institutions and colleges of higher learning and what takes place there are all activities informal education and are issues of concern for this Ministry. These include
And all other issues related to provision of education services. Teacher Training Teacher training is a key area in education. It prepares the trainees to acquire skills and knowledge which are relevant to the society in which they are going to serve. It also helps to impart society’s priorities, vision, mission and philosophy to the trainees who will later translate them as learning output to their learners. Blending modernization and traditionalism originates from teachers training institutions. Therefore the objectives for the Kingdom will be achieved, when the young generation is trained with such a vision in focus. This therefore justifies the professional training of teachers to fall under this Ministry. Schools/ Institutions Curriculum Designing, implementation, monitoring and review of the curriculum of all levels with the Ministry of Education and Sports of the central government. The basic assumption is that what is taught at all levels must be dictated by technical personnel. All aspects relating to the Luganda language in schools or outside schools and the various Association and Societies working in the area will be coordinated harmonized and synchronized by the M.O.E or its agent. The Inspectorate Fulfillment of the goals of the developed curriculum requires evaluation. It is in this line that an inspection arm is part of the Ministry of Education and empowered to assess the standards of both the infrastructure and the practice of the teachers and learner. Appointments Institutions wherever they are, require trained managers for the smooth conduct of the business they are entrusted with. Appointments of Commissions, Councils, Boards, Heads of Institutions, teachers and other workers is the job of the M.O.E, sports and Mobilization. The authority to appoint lower cadres like group employees is vested in the Heads of schools and institutions but it is done for and on behalf of the Ministry. Quality Assurance and Assessment Quality assurance is basically charged up with academic matters. Since, it is the ministry which is responsible for the designing of the curriculum; it is also its duty to put in place the quality assurance and assessment mechanism. Innovations in Education Whatever type of innovation is developed in the name of education, for teaching/ learning purposes in schools and institutions that will be the role of the Ministry to administer, test and make the public aware of it and its implications. Training of schools’ Administrator Training of schools and Institutions administrators in all aspects related to their performance and within the boundaries of the Baganda Kingdom will be the duty of the Ministry of Education or its agents. Discipline in Institutions Setting up of the standards for discipline of administrators, teachers and the students will be done by the M.O.E. or its agent as prescribed by this policy document. Construction of institutions Setting up all institutions which are meant for educational purpose will be done by the M.O.E. or its agent or by other organization with the full consent of the M.O.E.
