Buganda Kingdom Strategic Development Plan 2006-2009 In August 2001 His Majesty the Kabaka of Buganda, Ronald Muwenda Mutebi II launched a 10-year Buganda Kingdom Development Strategy 2001-2010 (BKDS) at Mukono as part of the 8th Coronation Anniversary. The year 2006 /2007 will mark the sixth year of implementation of the Buganda Kingdom Development Strategy (BKDS) named the “Royal Development Driveâ€. The overriding aim of the BKDS is to improve the social, economic and cultural livelihoods of the people in Buganda Kingdom region. The objective of BKDS is in tandem with the national framework for increasing incomes and living conditions of the poor stipulated in the Poverty Eradication Action Plan (PEAP) and UN decade for poverty eradication. It is under the BKDS that Buganda Kingdom Administration identifies priority areas for intervention, hence this Buganda Strategic Plan 2006- 2009. Kabaka's Education Fund Historical Background The Kabaka's Education Fund (KEF) was first established in 1955 during the reign of Sir Edward Muteesa II, with the major purpose of helping the needy but bright children in the Kingdom of Buganda to attain higher education. Therefore, its area of emphasis was on high school certificate (HSC), the present day Uganda Advanced Certificate of Education (UACE). The Fund also provided scholarships to prestigious Western Universities and some of its beneficiaries include notables such as the former Attorney General of Uganda, Mr. Abubakar Mayanja; Surgeon, Dr. Abu Kiwanuka; Engineer Abdu Kagga; Honorable Kaddu Kiberu, MP for Nakaseke; Honorable Gerald Sendaula, Minister of Finance in the Uganda Government; and many other distinguished subjects of the Kabaka. In the mid 1960's, the Fund ceased to exist due to political turmoil that existed in the region. Education in Buganda and Uganda as a whole took a nosedive in the 1970s and 1980s. THE ROYAL DEVELOPMENT DRIVE (RDD) Background Even after a century since the Europeans explored what they called the Dark Continent, Africa remains the least developed continent with the majority of its people living in abominable conditions, without sustainable democratic institutions that can tackle its numerous political and social scourges. The abandonment by Africa of its traditions and political cultures on the advent of the European colonisation, and the wholesale adoption of foreign cultures vulnerable to corruption and authoritarian rule over the colonial and post-colonial era, has made the continent lag behind, despite its enormous natural and human resources. The Buganda Kingdom’s existence and mandate are derived from the Constitution of Uganda (1995), and ensuing National Policies and Legislations, viz; the Social and Economic Objectives XIV-XXIX, the Duties of a Citizen, of the Constitution of Uganda among others.
