1. POSITION:    DEPUTY VICE- CHANCELLOR

The Deputy Vice-Chancellor will assist the Vice-Chancellor in the performance of his/her functions and in that regard be responsible for the Academic affairs of the University.

In the absence of the Vice-Chancellor, will perform the functions of the Vice-Chancellor.

Performs other functions that may be delegated to him/ her by the Vice-Chancellor or assigned by the University Council. He/She shall be responsible specifically for the following duties:

DUTIES
a)    Responsible for Academic Affairs –accountable (takes blame or credit).
 
b)    Deputizes for the Vice-Chancellor in his/her absence.
 
c)    Oversees programmes and policies that promote academic excellence in the University.
 
d)    Ensures quality of academic programmes.
 
e)    Oversees proper planning and coordination of undergraduate and postgraduate academic programmes.
 
f)    Coordinates curriculum development.
 
g)    Ensures optimal utilization of teaching, Research and Library facilities.
 
h)    Consequently, be chair to the following committees of the Senate.
 
i)    Admission bard (Undergraduates)
 
ii)    Examination Committee
 
iii)    Academic programmes of Library Committee
 
iv)    Qualified Assurance Committee
 
v)    Board of Graduates Studies
 
vi)    Research and Publication Board

QUALIFICATIONS
 
*    Minimum of Ph.D. from an internationally recognized institution.
 
*    Five years of experience as at a senior lecturer’s level and above in a management position as a Dean or Director or head of Department in a recognized institution of higher
leaning.

2. POSITION:             UNIVERSITY SECRETARY   

The university Secretary leads the administration Department of the University and shall be answerable to the Vice-Chancellor for the efficient and effective coordination and management of human resources, logistics, procurement of goods and services, stores, property and assets of the University.

DUTIES
 
The University Secretary shall be specifically responsible for the following duties

a)    Ensuring the proper administrative and management of human and material resources.
 
b)    Establishing sound system for procurement of personal goods services and works in accordance with the approved estimates and these regulations. Ensuring adequate and proper storage facilities to promote the efficient receipts, issues and safe custody of stores, vehicles, premises and other assets.
 
c)    Advising the Vice-Chancellor on expenditures particularly as regards the procurement of goods, services, works and logistics.
 
d)    Preparing forecasts of the University’s requirements with regard to human resources, logistics, procurement of goods and services and works.
 
e)    Coordinating the preparations and timely submission of the annual administration budget estimates for inclusion in the overall University’s annual budget estimates.
 
f)    Coordinating the preparation and submission of supplementary estimates of the administration budget.
 
g)    Monitoring expenditure related to procurement of goods and services, works and logistics to ensure that the set limited that have been approved are not exceeded.
 
h)    Analyzing and interpreting variances in administration budget performance and through the Vice-Chancellor, reporting the same to other heads of Departments.
 
i)    Ensuring that the University receives values for money in respect of all purchasing and procurement, as well as works activities.
 
j)    The University Secretary shall be the Secretary to the University council and the accounting officer of the University including the custody of seal and administration of its assets.
 
k)    The University Secretary shall be responsible and answerable to the Vice-Chancellor.

QUALIFICATIONS:
 
a)    Minimum of a master’s degree in Education Management or MBA.
 
b)    Minimum experience of 5 years in management position in institutions of higher education of learning or senior education position in the ministry of Education or any other education organization.
 
c)    Vast knowledge and understanding of the processes and practices in the running of an institution of higher education of learning.
 
d)    Ph.D. will be an added advantage.

3. POSITION:     ACADEMIC REGISTRAR


The Academic Registrar is answerable to the Vice- Chancellor and is specifically responsible for the following duties.

DUTIES:
 
a)    The Academic registrar shall assist the Deputy Vice-Chancellor in the Administration and organization of all academic matters including admission, undergraduate’s studies, postgraduate studies, examinations, research and publication.
 
b)    Secretariat to Senate and Committees.
 
c)    Curriculum management.
 
d)    Gender mainstreaming.
 
e)    Publications including prospectors.
 
f)    Almanac.
 
g)    Quality Assurance.
 
h)    Staff Development Programmes
 
i)    Academic Ceremonies
 
j)    Assist in Financial management
 
k)    Coordination of election of Deans
 
l)    Coordination of elections of Directors/Heads.
 
m)    Promotion of Academic Staff.
 
n)    Linkages with institutions and organizations.
 
o)    Processing of academic transcripts

QUALIFICATIONS:

*    Minimum of a Master’s degree in Education management, preferably in higher education management.
 
*  Five year of experience in a senior management position in the department of academic registrar or senior education position in the department of education or in the ministry of education & sports or any other education organizations
*    Ph.D. will be an added advantage

4.  POSITION:    UNIVERSITY BURSAR

The University Bursar heads the Financial Department of the University and shall be answerable to the Vice-Chancellor for the effective and efficient coordination and management of financial and accounting operations of the University. As such, he/she shall be specifically responsible for:

DUTIES
 
a)    Establishing an effective and appropriate system of accounting and budgeting throughout the University in accordance with these regulations and accounting guidelines
 
b)    Advising the Vice-Chancellor on Financial matters, particularly as regards the use of funds.
 
c)    Managing cash bank holdings recorded in the books of accounts.
 
d)    Preparing forecasts of the University’s cash requirements.
 
e)    Supervising and coordinating the preparation and timely submission of the annual budgetary estimates.
 
f)    Monitoring expenditure to ensure that authorized set limits are not exceeded.
 
g)    Coordinating the preparation and submission of supplementary estimates.
 
h)    Analyzing and interpreting variances in budget performance and, through the Vice-Chancellor, reporting the same to heads of departments.
 
i)    Supervising the prompt collection of all income due to the University.
 
j)    Supervising expenditure and other disbursements of the University.
 
k)    Ensuring effective and appropriate recording of all transactions in the books of accounts.
 
l)    Preparing periodical and annual accounts of the University for Audits, as well as financial statement and returns as required by statute and regulations.
 
m)    Ensuring that effective and appropriate provision is made for the sake of keeping of all the University’s moneys, securities, valuable documents, account books equipment and other assets in the manner provided for in these regulations.

QUALIFICATIONS
 
*   Master’s degree in Finance and Accounting preferably MBA or an equivalent professional qualification.
 
*    Ph.D. in accounting will be an added advantage.
 
*    Minimum of ten years of experience in a senior position in a financial department of an institution of higher education of learning, or professional accountancy firm or in a reputable organization.

5. POSITION:       UNIVERSITY DEAN


He is the head of department of students’ affairs and discipline. He is specifically responsible for:

DUTIES
 
a)    Secretary of the students’ Affairs committee. This is a committee of council. The Dean prepares the agenda and follows up action.
 
b)    A secretary of the University disciplinary committee. All disciplinary cases from all Wardens, Faculty Deans and the University Library are referred to him. He decides whether the cases should be taken to the University disciplinary committee or settled in his office by meeting all parties    concerned.
 
c)    Students’ guild Government. He acts as liaison officer between the students’ government and especially the Guild president and the minister campus affairs. He is the secretary of the student/administration consultative committee, a committee of the students’ government and the top University administrator, which is normally chaired by the Vice-Chancellor and meets at the request of either the Students’ government or the University.
 
d)    Administration
 
e)    Games Union. He is responsible for the games and activities on the campus. He is the patron of the games union. The principal sports tutor and the chairman of the games union work closely with him for the promotion of sporting activities on campus. He is the chairman of the games administrative committee, which listens to complaints arising from inter-hall games competitions.
 
f)    He is responsible for student accommodation in general and allocates students to various halls of residence at random.
 
g)    Meetings. The Dean attends most of the council committee meetings. He is a member of the Tender board, the Estates and works committee, the establishment and administrative committee, the board of management for commercial unites the Vice-Chancellor’s advisory committee and the Tender board. He is secretary of the students’ Affairs committees and the University disciplinary committee. He also attends meetings of the council, Senate and Finance committee.
 
h)    He handles most of the letters of the recommendation either from students who have left the university and are applying for the jobs or for students on campus who need them for introduction to the passport offices or travel documents or to the bank of Uganda for foreign exchange.
 
i)    Students’ problems. He listens to problems of individual students referred to him by various Wardens. This is the area, which occupies most of the Dean’s time. There is always a stream students waiting to see the Dean. The problem include financial hardships and requests to be advanced with some money, misunderstandings between the students themselves and complaints from landlords against living out students who have failed to pay their house rent.
 
j)    He attends students’ functions in most cases as Guest of honor. These include dinner/dances in halls of residences and inert-hall game competitions.
 
k)    He normally in close contact with Faculty Deans and Heads of Departments concerning matters and especially their Field Work allowances.
 
l)    He makes regular visits to halls of residences to acquaint himself with the day to day problems.  

QUALIFICATIONS:

 
*    Master’s degree in Education management and administration.
 
*    Ten years of experience in a senior education management position in an institution of higher learning, or an education department in the ministry of education or as s head of post primary institution.
 
*    Knowledge and experience in dealing with students in higher institutions of learning.

6. POSITION:    ACCOUNTANT
 
To assist the bursar in the efficient and effective implementation of the financial instructions, accounting procedures and controls related to income and expenditures, reporting and supervisions of learning.

DUTIES

 
a)    Prepare revenue Budget, monitor and control.
 
b)    Maintain up to date revenue records and prepare revenue reports.
 
c)    Monitoring revenue performance against budget.
 
d)    Reconcile revenue collected to bank. Book records and allocations.
 
e)    Review revenue collection systems and propose improvements.
 
f)    Initiate, develop and implement fundraising strategy and resources mobilization.

QUALIFICATIONS:
 
B. Com or BBA or its equivalent, professional accounting certificate, and 2 years experience of working in education or public sector.
